Key Responsibilities
Contract Management & Project Integration
- Ensure effective interaction with Project Management teams to deliver a fully integrated strategy and plan for the identified scopes of work;
- Support the implementation of HSSE requirements and the Goal Zero objective during supplier selection and throughout the execution of Services and/or Works;
- Provide effective post-award contract management, promoting best Contracting and Procurement practices;
- Ensure all variation requests and contractual matters are managed in a timely manner in order to avoid unnecessary escalation and claims.
Assurance & Compliance
- Support the development and implementation of an assurance plan to ensure an appropriate level of external health checks and reviews for major oil & gas projects;
- Maintain the highest level of business ethics and ensure full compliance with the Company Statement of General Business Principles.
Stakeholder Management
- Interface with the COMPANY Buyer’s Project and Construction Management teams, contractors, and subcontractors;
- Contribute to an integrated oversight of project activities related to contracting;
- Collaborate with various regional disciplines across multiple contracting and commercial activities.
Pre-Award Activities
- Prepare documentation to be included in Invitations to Tender (ITT), including but not limited to:
- Assessment of contracting strategy (lump sum / reimbursable);
- Drafting of pricing preambles, Schedules of Rates, drawings, and technical specifications for works;
- Development of Bills of Approximate Quantities (BoQ);
- Provide support during the tender phase, including issuing clarifications and participating in negotiations;
- Support the evaluation of tendered proposals, preparation of evaluation reports, and advice on contract award options.
Post-Award Activities
- Measure and value works in accordance with the contract, including:
- Validation and agreement of Contractors’ valuations;
- Preparation of payment certificates or management of site-specific approval processes (e.g. SAP pre-approval);
- Advise Project Management on contractual disputes and claims;
- Prepare and agree final accounts.
Change Management & Contract Close-Out
- Establish and administer the site change management system and register, including contractual validation, scope verification, estimation, and agreement of changes;
- Monitor contract- and claim-related events on a daily, weekly, and monthly basis;
- Participate in negotiations with contractors, subcontractors, and vendors during monthly change and claims review meetings;
- Review and coordinate the workflow of all internal and external claims, changes, negotiations, and settlements;
- Validate that all claims, changes, negotiations, and settlements comply with the awarded contract(s);
- Support Quantitative and Qualitative Risk Analysis workshops.
Claim Management
- Review and determine the validity of claims submitted by contractors or vendors;
- Review contract documentation and related correspondence;
- Provide advice on the adequacy, accuracy, and procedural compliance of detailed claim submissions;
- Assess contract conditions related to responsibilities, obligations, and liabilities of both Client and Contractor, and analyze their impact on cost and/or schedule;
- Evaluate and recommend additional compensation based on specific contractual provisions or in cases not explicitly covered (e.g. delayed payments);
- Perform time-slice analysis of delays caused by either party affecting critical activities and the overall project schedule;
- Prepare detailed claim reports.
